Project Change Recidivism, Inc. (PCR) is a community-based nonprofit organization dedicated to reducing recidivism, preventing youth involvement in the justice system, and creating pathways to education, employment, stability, and long-term success for individuals, families, and communities. Founded in October 2024, PCR serves East Cleveland, Cleveland, Cleveland Heights, South Euclid, Cuyahoga County, and Northeast Ohio through programs focused on youth development and diversion, reentry services, workforce development, technology and AI education, arts and culture, family reunification, transitional support, and community revitalization. PCR's approach combines prevention, intervention, and second-chance opportunities. Programs such as Level Up: Future Ready, Level Up: Creative Futures, the Second Chance Youth Accountability & Success Program (SCYASP), Breaking the Chain, and Second Chance Logistics are designed to equip participants with practical skills, mentorship, accountability, career exposure, and opportunities to build productive futures. At its core, Project Change Recidivism believes that lasting public safety is strengthened when people have access to opportunity, education, employment, supportive relationships, and meaningful pathways forward. PCR works alongside community organizations, schools, libraries, justice-system partners, employers, corporations, and philanthropic organizations to help individuals and communities move from barriers to opportunity.
